Using appropriate /mode syntax for changing modes of multiple users at the same time

Commands changing modes for multiple users should use the appropriate syntax of the /mode command.

Such commands as

/op foo bar baz

result in:

/mode +o foo
/mode +o bar
/mode +o baz

At the moment a single mode line is issued for every listed nick.
But it should rather result in one single line:

/mode +ooo foo bar baz

Some other clients (e.g. irssi) are able to group multiple mode commands arriving in a defined time window into one line. This is done in order to stop the cluttering of the chat log. At the moment, Colloquy breaks this behavior because the commands are not send atomic.

Mode changes for multiples users which are typed as one command should also be send as one single command to the server, which makes the mode change atomic.

This affects at least /op, /deop, /voice and /devoice
