scroll wheel on mouse doesn't work in message window

I cannot use my scroll wheel to scroll in the message window (The WebView? in which messages are displayed)

Whe I attempt to use my scroll wheel, nothing happens.

But when i open console, and scroll in that, it works fine.

It was broken at one point in time, but I do know it works in Beta 3290.
