Expanded topic bar won't display all of long topics

For exceptionally long topics, the expanded topic bar view will cut the topic off without giving any indication that there is more in the topic. If there isn't a way to make the topic bar bigger in these cases, we should at least somehow indicate that there is more, perhaps with an ellipse or something.

This is a limitation of the current bar. It is limited to 5 lines of text (due to the background image only being so tall.) Nothing is stopping us from making it allow more lines, i would just need to redo the image.

Now that new builds of Colloquy have /topic toggle the topic bar instead of re-displaying the current topic inline, this is doubly annoying.
