Fall-back charset for invalid UTF-8

It would be great to be able to configure a fall-back charset to use when a channel is set for UTF-8, and Colloquy detects an invalid incomming message. I hang out on a few danish channels where about half the people use UTF-8, half use latin1 and everyone seem to have clients with this feature (mostly on Linux).

I think the appropriate behaviour is just to fall back to Latin1, which I thought we were already doing, but I haven't tested that in a while. Maybe we're falling back to system default instead?

We do fall back to latin 1 in the nightly. This has been fixed.
