SILC can not send privmsg to non-channels (ie, can't send to users)

Description

Latest silent update - all SILC users are seen as offline and thus incapable of receiving private messages. Incoming private messages work, but there is no way to respond.

No errors reported, no crash, nothing on console, but impossible to send messages to other users.
