Crash reporter fails silently

Description

Smart Crash Reports don't work all the time. Some users never see the crash reporter; more importantly, there is no way to know how frequently this happens, because whatever conditions prevent the crash reporter from being displayed after a crash do not get reported to the developers.

Related to 1130; this user has (separately) reported the inability to submit crash reports.

I don't think so, since it would be a tiny part and not a major component of colloquy.
